In upgrading clients from 7.03 to 8.5.2 Standard 32-bit this past month, occasionally we find that the user is again be prompted by Notes for a password. Here's what we do:
1) Change the password in Notes.
2) Exit Notes.
3) RESTART the PC.
4) Login to Windows.
5) Start Notes.
6) You'll get the "Your Notes password doesn't match your Windows password. Do you want to change your Notes password now" message. Click "Yes".
7) Change the Notes password to match the Windows password.
8) Exit Notes.
9) RESTART the PC.
10) Login to Windows.
11) Start Notes. You shouldn't be prompted for a password.
The above may be overkill, but it works for us.
